Conlog is progressing the rollout of smart metering projects under the RT29 programme across local municipalities, reinforcing its role in South Africa’s ongoing utility modernisation.

Enabled through the National Treasury Smart Meter Grant Fund, the RT29 programme supports municipalities in addressing persistent challenges including revenue leakage, non-technical losses, billing accuracy and limited network visibility. In this context, smart metering is not only a technology upgrade but a foundational step toward more controlled, data-driven utility operations.

Conlog’s contribution to these deployments reflects a broader shift in its positioning from a metering supplier to a technology partner supporting municipal utilities across infrastructure, systems and long-term operations.

Deployment Scale Across RT29 Municipalities

Through the RT29 Smart Meter Grant Fund programme, Conlog deployed 33 940 meters across local municipalities.

This scale of deployment demonstrates the programme’s reach and the operational capability required to execute across multiple municipal environments simultaneously.

From Metering to Network Intelligence

The significance of the RT29 rollout lies in what the installed infrastructure enables.

Conlog’s APEX smart metering technology provides improved visibility across electricity networks, allowing municipalities to identify outages, detect tampering, monitor irregular consumption and respond to operational issues with greater speed and accuracy. This enhanced visibility supports more accurate billing, improved revenue protection and the reduction of nontechnical losses.

For many municipalities, this represents a transition from reactive to more proactive network management. Smart metering introduces a layer of operational intelligence that enables better decision-making and more effective control over distributed infrastructure.

Integrated Capability Across the Utility Value Chain

A key differentiator in Conlog’s approach is its ability to operate across the full smart utility value chain.

At a product level, the company continues to supply field-proven smart metering technologies designed for municipal conditions. At a platform level, it supports the systems architecture required to manage data, communication, analytics and network monitoring. At a services level, Conlog provides end-to-end project delivery, including installation, commissioning, systems integration, training and ongoing support.

This integrated capability allows municipalities to implement smart metering as part of a broader operational framework rather than as an isolated technology deployment.

Financial and Operational Impact

The immediate outcomes of the RT29 rollout are both financial and operational.

Improved billing accuracy and the ability to detect losses support stronger revenue collection, while enhanced network visibility enables faster response to outages and service disruptions. These factors contribute to improved operational efficiency and greater financial control.

In parallel, smart metering introduces greater transparency for end-users by providing clearer insight into electricity consumption and improving the consistency of billing. In many municipal contexts, this plays an important role in strengthening trust between utilities and the communities they serve.

Community Engagement as a Deployment Enabler

The success of smart metering deployments is not determined by technology alone.

Structured communication and stakeholder engagement are critical components of rollout. Municipal awareness initiatives, councillor involvement and direct engagement with communities enable understanding of the purpose and benefits of smart metering, reducing resistance and enabling smoother adoption.

Effective implementation, therefore, depends on the alignment of technical delivery with public communication and stakeholder management.

Supporting Long-Term Utility Operations

Conlog’s involvement in RT29 extends beyond installation.

Ongoing support through maintenance, monitoring, reporting and training ensures that municipalities can sustain and optimise the value of deployed infrastructure. This long-term engagement is essential in maintaining system performance and supporting operational continuity.

As a result, Conlog’s role is defined not only by delivery capability, but by its ability to support utilities throughout the lifecycle of smart metering implementation.

Positioning Within a Changing Utility Landscape

Municipal utilities are operating under increasing pressure to improve revenue performance, enhance service delivery and prepare for more complex and distributed energy systems.

In this environment, solutions that combine hardware, software, data visibility and operational support are becoming increasingly important. Smart metering represents one of the most practical entry points into this transition, providing immediate operational benefits while enabling future capability development.

Conlog’s expansion into smart utilities, digital infrastructure and grid modernisation reflects this shift. Through RT29, the company is demonstrating how these capabilities can be implemented at municipal level within live operating environments.

Local Capability and Strategic Relevance

As a South African original equipment manufacturer, Conlog brings local manufacturing capability alongside an understanding of the operational realities faced by municipalities.

This local context supports more effective implementation and alignment with municipal requirements, while contributing to broader localisation objectives within the utility sector.

Conclusion

The RT29 rollouts across local municipalities represent more than just the deployment of 33 940 smart meters.

They demonstrate the operational and strategic value of smart metering as a foundation for improved revenue management, enhanced network visibility and more responsive utility operations. They also reflect Conlog’s capability to deliver at scale while supporting municipalities beyond deployment through integrated systems and long-term service support.

As utility requirements continue to evolve, the ability to combine metering infrastructure with digital capability and sustained operational support will be increasingly important. Through RT29, Conlog is contributing to this transition while reinforcing its role within South Africa’s utility modernisation landscape.
