TEBA Candidate and Community-Centred Recruitment Model

Whether mines are replacing critical skills or ramping up for new operations and projects, they are constantly required to balance operational urgency with community expectations and statutory recruitment obligations.

Whilst the matter is vastly complex, there is a relatively well defined and widely understood set of objectives behind the recruitment process including;

  • Connecting with the right skills at the right time
  • Ensuring a fair (unbiased) and transparent recruitment process
  • Constructive and fact-based stakeholder engagement
  • Ensuring a talent pipeline is available
  • Managing employee risk, including qualification, identity document and legal appointment fraud
  • Compliance to Social and Labour Plans, Employment Equity targets etc

A natural pressure valve is to establish community labour desks, CV boxes or dedicated email addresses where candidates can submit their CVs for future opportunities. While the principle makes sense, these arrangements often create unanticipated challenges:

  • High cost of participation - individuals typically spend up to R300 to generate a CV, Print, E-mail or travel to submission points. In regions with multiple mining concerns to submit to (E.g. Burgersfort) the cost is far more
  • Limited insight into the skills and talents of the community. Unless all CV are drafted and submitted at the same standard, captured and analysed regularly the candidate pool is not well defined.
  • Where the inherent education and skills of communities is not well understood, training programs often miss addressing actual skills gaps – delaying the process of training and localising 
  • Community gateways and factions constantly vying for influence and
  • Significant risk of intimidation, fraud and corruption related to the selling of jobs

This is where a community-centred recruitment model becomes valuable: it does not replace the personal relationships that matter in mining communities, but it gives those relationships a fairer, more transparent and better-informed platform to work from.

Not are we only empowering job seekers to determine their own carer path while applying for positions but allow a real concentrated space where job seekers are in control of their own CV content and can constantly view jobs advertised.

For our mining partners, the model provides a structured way to list opportunities, access candidate analytics and use real community skills data to inform recruitment planning, future training and Social and Labour Plan interventions.

The process allows for fair, transparent, efficient, and community conscious recruitment processes.
